Levying of Land Tax in Kenya

There are three possible justifications for some form of land tax in Kenya. First, given the strong evidence that small holdings are in general much more intensively utilized than larger holdings since they have both a higher output and a higher rate of employment per hectare, then a suitable land tax is one method of encouraging either the more intensive use of land by existing farmers or the sale of land to other people, which should also lead to an intensified use of the land. Land Bill & Large Private Land like 81,000 acres

As the land bill passage on the minimum and maximum land approaches, Kenyans may need to look closely at how the bill will be formulated. Roughly today there are about 100 titles of private leasehold or freehold land over 500 acres. As the land bill is presented it should take into consideration Kenya is made up of 582,000 sq km or about 145,500,000 acres and this land has to sustain the 40 million people and the wildlife. The bill should answer the question of, What should be the legislation of 81,000 acres issued as private leasehold be? Will the land bill be directed toward enabling better settlements for the millions of Kenyans living in slums and as squatters with nor legal rights in the land God created them in. ...

Maximum & Minimum Land Proposal One Sided, ill Advised & Not Attainable!

Minimum & Maximum Land Acreage for Private Land

The constitution says there shall enact legislation to prescribe minimum and maximum land holding acreages in respect of private land in article 68. Further article 64 defines private land. To open the debate we propose 30 acres be maximum for private freehold, 50 acres be minimum for private leasehold for 99 years and no maximum acreage private leasehold for the same 99 years. However every acre in leasehold both minimum and maximum be taxed Kshs 10,000 per acre and a condition of employing one person for every 10 acres be legislated. This would mean the leasehold of 50 acres would pay Kshs 500,000 every year and employ 5 Kenyans as a condition to retain leasehold every year. If someone wants to apply for 10,000 acres as leasehold they be ready to pay Kshs 100 million tax every year and employ 1,000 Kenyans. A grace period can be given of 5 years. ...
